This unit examines leadership in the current context of the public service and its ability to deliver coherent and client focused outcomes from the public policy it develops. It examines the current risk profile of out-sourcing many of the tasks previously done by a strong public service to private consultancy groups and the risk associated with managing this change for public service leaders. How do current leaders in the public service recognise and adapt to the changing workplace environment? Moreover, how do public service leaders and aspiring leaders deal with the biggest policy challenges in the current national context, where State governments provide leadership in the context of federal government inaction?
1. Identify the pressures and requirements of leadership in the public service in a contemporary context;
2. Identify the complex dynamics of the public and private interface for risk and change management;
3. Recognise the importance of autonomy, expert judgement, adaptability and responsibility as a leader; and
4. Recognise and interpret the political context whilst still providing premium stakeholder service for the public sector.

Learning outcomes
