The purpose of this policy is to ensure that under Commonwealth Migration Regulations an international student under the age of 18 will be granted a student visa if he or she demonstrates that they will live in Australia:

• with a parent or legal guardian;
• with a relative over 21 years of age who is nominated by a parent or legal guardian; or
• under a welfare arrangement that has been approved by an Australian education provider.

The University of Canberra is subject to the National Code of Practice for Providers of Education and Training to Overseas Students 2018 (National Code 2018). Standard 5 of The National Code 2018 specifies the safeguards a registered provider must have in place if it is to take on responsibility for approving the accommodation, support and general welfare arrangements for an international student who has not turned 18.

This policy sets out the University of Canberra provisions relating to that responsibility.

The policy applies to all international students enrolled in courses provided by the University of Canberra and the University of Canberra College (UCC).

1. The University of Canberra requires prospective international students under the age of 18 to demonstrate that:

• they will live in Australia with a parent or legal guardian; or
• they will live in Australia with a relative over 21 years of age who has been nominated by a parent or legal guardian; or
• they will live in Australia under welfare arrangements approved by the University with a minimum age for accepting international students under those arrangements set at 17 years of age; until such time as they turn  18 years  of   age.

2. The University of Canberra will undertake appropriate selection, screening and monitoring processes of any third parties engaged to organize and assess welfare and accommodation arrangements
3. Implement processes to manage and/or report cases where:

• The University is unable to continue to approve the welfare or accommodation arrangements for a student;
• The student is uncontactable or there are concerns for the student’s welfare;
• The student is transferring from another provider or where a student of whom the University of Canberra is approving accommodation and welfare is transferring to another provider.

Terms	Definitions
Legal Guardian	Parents, step-parents adoptive parent, or any other person who has been granted custody of the student under Australian or foreign law.
Relative	Brother, sister, grandparents, aunt, uncle, niece or nephew, or step-brother, step-sister, step-grandparents, step-aunt, step-uncle, step-niece or step-nephew.
