Richard was Director of the National Centre for Classification in Health, an international centre of excellence in health classifications, from 2006 to 2019. The Centre over 25 years was responsible for developing and maintaining ICD-10-AM and ACHI and the Australian Coding Standards, and from 2013 to 2017 produced two versions of the AR-DRG activity based funding classification (Including a complete revision of complexity calculations). He continues to work closely with the World Health Organisation on health classification development. 


Richard has led the WHO effort since 2007 to develop an International Classification of Health Interventions, now approaching finalisation. He chaired/co-chaired the WHO Family of International Classifications (WHO-FIC) Family Development Committee from 2000 to 2012 and chaired the WHO-FIC Network from 2003 to 2005.  


From 2010-2018 Richard was Chair of the House with No Steps (HWNS), a major non-government provider of disability services in Australia. In 2018, HWNS merged with the Tipping Foundation, and is now Aruma Services. Richard became Deputy Chair, Aruma Services, and retired from the Board in November 2021. From 2008 to 2017 he was a Board member of the Royal Rehabilitation Centre Sydney.  


Prior to 2006, Richard was Director of the Australian Institute of Health and Welfare for 10 years. From 1992 to 1995, he was Deputy Australian Statistician. He has had wide experience across the Australian health and community services sectors.
