Understanding Income Tax, Social Security and Family Payments Programs

This course is designed for those who are new to social policy and need to quickly develop an understanding of Australia’s main income tax and social security programs and the policy objectives that they are designed to serve. The course also provides an introduction to microsimulation models and how policy analysts can use these models in their work.

COURSE AIMS AND OBJECTIVES

The course includes a half day of using NATSEM’s STINMOD model, where participants will be able to imagine they are the Treasurer, designing their own tax or welfare policy change and assessing what it would cost the budget and what types of Australians would win or lose from their policy reform.

COURSE CONTENT

This two day course covers:

  • objectives of social policy and the tax-transfer system
  • the income tax system and tax concessions
  • social security programs (age pension etc)
  • family tax benefit programs
  • how these programs interact/effective tax rates
  • introduction to microsimulation & STINMOD
  • simulating policy change

THE PRESENTERS

Ann Harding is Professor of Applied Economics and Social Policy and the inaugural Director of the National Centre for Social and Economic Modelling (NATSEM) at the University of Canberra. She is an internationally recognised expert in the fields of microsimulation modelling, income distribution, and tax/transfer policy.

Ann has played a key role for the past 14 years in constructing sophisticated data and models that can be used to assist policy makers assess the revenue and distributional consequences of possible policy options.

Annie Abello and Quoc Ngu Vu are Senior Research Fellows at NATSEM and are key members of the STINMOD team, NATSEM’s static microsimulation model for quantifying the effects of changes in Australian income tax and social security policy.
