Master of Education (Harbin) (490AA)
The Master of Education has a global perspective. It develops the capacity of educators and educational administrators to use principles of effective educational practice to maximise student learning outcomes; to successfully implement curriculum change and technology enhanced education; to provide effective leadership in educational contexts and to develop research skills for work-place based change management. The course is flexible and can be adapted to meet the specific requirements of overseas partner organisations.

Admission Requirements
Four years academic standing in education through: a four year Bachelor of Education, or a first degree and graduate diploma in a field of education, or qualifications deemed to be equivalent by the University's Admissions Committee. Applicants should also have had at least two years of relevant professional experience.
Impact of the Course
Over 100 senior educators and educational administrators from the Heilongjiang Province have completed the Master of Education course since the signing of the Memorandum of Agreement between Harbin Normal University and the University of Canberra in August, 2004. A new Memorandum of Agreement was signed in May, 2008, which will extend the program to 2012. In October, 2008, the program was externally reviewed by the Australian University Quality Agency and commended for its high quality. Response from key stakeholders in Heilongjiang Province indicates that graduates from the course have greatly enhanced their capacity to transfer the theory, skills and innovative practices acquired in the program to their own workplaces and to take key roles in current and future educational developments in China. From the perspective of the course graduates, the most highly valued aspects of participating in the program are the exposure to innovative educational ideas and the development of professional skills and knowledge that can be applied in the workplace. The impact of the course within Heilongjiang Province is positive and extensive and this is indicated by the ongoing and expanding demand for the course.

The Master of Educational Leadership course develops the capacity of educators to provide educational leadership; manage educational resources; design organisational processes to maximise student learning; evaluate and develop teaching staff; liaise with government and related educational communities and organisations; plan, monitor and review educational policies and programs and implement change in educational organisations.

Applicants should also have had at least two years of relevant professional experience.
Impact of the Course
Since the signing of the Memorandum of Agreement between Hangzhou Normal University and the University of Canberra in 2001, more than 200 graduates have successfully completed the Master of Educational Leadership course. Both universities have agreed to extend the joint Master of Educational Leadership program until 2012. The overwhelming majority of participants in this program to date have been senior officials at a range of levels, from local/provincial education departments, universities and schools, in Zhejiang Province. The course graduates note that since participating in the program, they have renewed their educational management and administration ideas, and improved remarkably their educational leadership skills. They have been able to apply the theory and practice from the program to their workplaces and enhanced their overall management and leadership performance. Consequently, this course has had considerable and positive impact upon the educational leadership development of Zhejiang Province and neighbouring regions. There is continuing and growing social demand for the course.
