Abstract

Since 1998, Indonesia has been undertaking a major transformation from an authoritarian government into a fully-fledged democracy, the era reformasi (APEC, 2007). Reform has increased the economy’s prospects and shaped a sense of optimism about the future. Furthermore, the government has tried to manage the administration system with more transparency. The Ministry of State Apparatus (Menpan) (2008) state the bureaucracy reform is directed for overcoming the problems such as the monitoring system, performance evaluation and appraisal have not developed well. One of the change areas that Menpan mentions in the reform is human resource which results to achieve the integrity of human resource, competent, professional, high performance and prosperous (Menpan, 2008). Moreover, World Bank (2001) in Tjiptoherijanto (2006) report for the Indonesian government indicates that one of the civil service reforms for Indonesia should include change of performance management. So, there will be individual performance management system in all ministries.

However, some ministries have not done the reform yet in the area of performance management system. According to Sutiyono (2008), employee performance management has not been optimally implemented in all the public sector in Indonesia, which one of the public sectors in Indonesia is Ministry of National Education (MoNE). The hierarchical classification of public services and staff in a rank (golongan) and position (eselon, echelon) and associated processes of advancement and promotion are evidence of a lack of concern for performance management (Turner, Imbaruddin, Sutiyono, 2009). Menpan (2008) state all Ministries should reform their performance system. So, MoNE as one of the Ministries, need to change the employee performance system with the new ones which is performance management.

This study will focus on readiness of change which can see how ready the MoNE for the change in performance management. The aim of the study is to investigate the readiness of change of the employees (Line manager and employees) at MoNE to the new system which is employee performance management.

Contribution of the study to bureaucracy reform in Indonesia

This study will give information about the readiness of the employees at MoNE to accept the change which is employee performance management. Moreover this study will give contribution to the team of bureaucracy reform in Indonesia that there are some important factors that should be prepared before the implementation of employee performance management.

Meliyanti is currently undertaking a DBA (Professional Doctorate in Public Administration) in the School of Business and Government at the University of Canberra. Meliyanti holds Master of Management, University of Indonesia, Jakarta Indonesia. Meliyanti has worked in The Ministry of National Education in Indonesia since 2002.
