Thesis Title: Australian Commonwealth IT Outsourcing policies: Helping or Hindering Agencies?

The Australian Commonwealth Government has implemented three distinct sequential IT Outsourcing policy approaches. The changing policies have had a significant impact on Commonwealth agencies. This research identifies the impacts of these policies on agencies then analyses whether these policies helped or hindered agencies in their outsourcing processes.

Ms Hein as more than 25 years experience in IT in both the public and private sectors. Prior to recently establishing an IT Consulting business, Ms Hein led the IT Outsourcing procurements for both the Australian Taxation Office and the Australian Customs Services. Prior experience spans all facets of IT including managing financial management systems, IT Governance, IT Strategic planning, systems programmer/analyst, leading whole of Commonwealth Government projects, contract management, corporate services market testing and managing organisational change.
