Abstract:
The Philippine coasts are faced with serious coastal degradation which includes overfishing, illegal fishing, illegal cutting of mangroves, coastal pollution, and coral and sand extraction. The Lingayen Gulf ecosystem, considered as the only environmentally critical area in the country, will be used as a case study in this research project.
A number of coastal management initiatives centrally focusing on resource-based issues have been undertaken in the past in the Philippines, including the Lingayen Gulf, but none of them have succeeded in addressing the coastal problem surrounding the gulf. For such reason this research attempts to lead the coastal management system to a new direction by carefully assessing the legal and institutional framework, and governance structure involved in managing the Lingayen Gulf. As related literature reveals, particularly the coastal management experience in Southeast Asian countries, legal and institutional arrangements are a very important aspect of managing coastal resources. Successful and unsuccessful coastal management experience of these countries will be used to evaluate and understand the overall Lingayen Gulf situation.
