Thesis Title: A Development of Strategies for Effective Planning and Successful Training Plan Implementation in Saudi Public Service Agencies

Abstract:
This research aimed to study the context of planning and training plan implementation in Saudi public service agencies in terms of goals and actual training plan implementation, to gather and combine the results of three studies comprising a needs assessment of training plan implementation, a cause analysis of needs and needs solutions, and a study of participative planning application, and to develop strategies for effective planning and successful plan implementation based on participative planning approach.
Potential Implication for Policy Reform or Management Practices:
The results of this study will directly and sustainably effect on the quality of planning and bringing plans into real practices and monitoring plan implementation in the context of planning and training plan implementation in Saudi public service agencies.
Short Bio:
Ebraheem Alsufayn is currently completing his Doctoral program in public administration (DPA), Faculty of Business and Government, University of Canberra. Prior to commencement his doctoral program in 2010, Ebraheem was working as head of Training and Foreign Cooperation Department at the Institute of Public Administration (IPA) in Riyadh, which is the central authority of training, development and consultation for all Saudi Arabia public service agencies. Ebraheem was in charge of identifying, assessing, and reviewing training needs and plan for all staff at the IPA. Ebraheem also worked as head of Planning Department at the IPA for 6 years.
Ebraheem holds master of public management concentration in public organizations and management of HR from Heinz School, Carnegie Mellon University, USA in 1999 and Bachelor of political science from King Saud University, Saudi Arabia in 1994.
