A
commonly quoted concept of governance in the public sector refers
to “the processes by which an organisation is directed, controlled
and held to account” (ANAO 1999). A more recent formulation
takes into account a broader view of an organisation and its relationship
to other players:
'Governance
encompasses agency management, the structure and operation of boards,
as well as the values, behaviours and relationships between organisations
and their stakeholders'. (Barrett 2003).
