STINMOD (Static Incomes Model) is NATSEM's static microsimulation model of Australia's income tax and transfer system. The first version of STINMOD was released in 1994 and since then, two updates of the model have normally been released each year. The model is mostly used to analyse the distributional and individual impacts of income tax and income support policies and to estimate the fiscal and distributional impacts of policy reform. Users include Australian Government departments, other research and community institutions, and individual researchers.
STINMOD has been used to analyse a wide range of policy input including the major changes to the tax and transfer system introduced in Australia in July 2000, changes in effective tax rates over the last decade, and most recently, as input to the safety net wage case and the distributional impact of the recently enacted Welfare to Work legislation. It has also been used as the starting point for research across a wide range of other areas, including housing, legal aid, health benefits and child support payments.
Each year, STINMOD is updated to incorporate newly legislated changes in personal income tax and income support policies and to ensure the currency of the models base population and program parameters.
