Bernard has had a long involvement in education working in schools and universities both in Australia and abroad. He grew up in Canberra and completed a Bachelor of Arts Degree (with Honours) in 1991 at the Australian National University, majoring in History and Anthropology. In 1993 Bernard completed a Graduate Diploma in Education from the Australian Catholic University and a TESOL Certificate from Trinity College London in 1996. He holds a Master of Education (2007) and PhD in Education (2015) from the University of Canberra. His PhD was focused on digital technologies policies designed for Australian schools and the ethical implications of these policies. Bernard has a number of published articles in journals and a book chapter, and is currently working on further research in the area of education policy.
Bernard taught in several large secondary schools in the ACT and Tasmania, and held the position of Curriculum Coordinator for many years. In these schools Bernard specialised in teaching History, Philosophy, Religious Studies and Social Science. He was involved in a number of school curriculum renewal initiatives and facilitated the integration of digital technologies in teaching and learning programs. He also taught English as a second language in three countries in South America, Brazil, Ecuador and Argentina. He taught English in language institutes and universities. During his time in South American Bernard attained a high level of proficiency in Spanish and Portuguese and continues to take an interest in Latin American culture and education systems.
